Kaduna State has become the first subnational government in Nigeria to adopt the Gender-Responsive Public Procurement Policy, developed in collaboration with UN Women and other stakeholders.
A statement released on Wednesday by Malam Ibraheem Musa, Chief Press Secretary to Governor Uba Sani, confirmed that the policy was approved at the State Executive Council meeting held on Tuesday at the Sir Kashim Ibrahim House.
The policy aligns with the governor’s economic empowerment agenda, aiming to enhance inclusive economic growth by increasing the participation of women-owned and women-led businesses in public procurement.
“The Gender-Responsive Public Procurement Policy seeks to bridge the gender gap by ensuring equitable economic participation of women-owned and women-led cooperatives,” the statement read.
To support women entrepreneurs, the policy mandates the inclusion of women in procurement committees, ensuring at least one woman is represented at the directorate level. It also introduces waivers, including a 100% registration fee waiver for fully women-owned businesses and a 50% reduction in tender fees for such enterprises.
Additionally, the State Executive Council has directed all Ministries, Departments, and Agencies (MDAs) to integrate the policy into their procurement processes, promoting equitable access for women-led businesses.
In the same meeting, the council approved the creation of five Sector Strategic Teams to enhance governance coordination and ensure effective implementation of development projects. These teams, led by senior officials, will focus on key areas such as Rural Transformation, Human Capital Development, Governance and Institutions, Economic Development, and Public Safety.
Each team will meet weekly and provide regular updates to Governor Uba Sani on their progress.
